Leigh Creek Transition

Leigh Creek is a former mining town located in a picturesque part of the Northern Flinders Ranges. The town was purpose-built to service operations at the nearby coal mine, which operated from the 1940s until late-2015 when coal mining became increasingly uneconomic.

The State Government announced on 6 June 2016 that it would transition the Leigh Creek township from Flinders Power Partnership (formerly Alinta Energy) management to Government management on 1 January 2017, the Outback Communities Authority (OCA) has now taken over municipal responsibility for the township.

The transition has involved a range of government agencies and has been led by the Department of Planning, Transport and Infrastructure (DPTI) in partnership with SA Water and the OCA. Since mid-2016, the State Government has been working through the many aspects of Leigh Creek's transition to an open, government-managed town.


As of 1 January 2017, the OCA has municipal responsibility for the township of Leigh Creek.

The municipal services within the town that are managed by the OCA include:

  • town administration and maintenance
  • Leigh Creek Airport
  • rubbish collection and dump
  • footpaths, parks and gardens
  • public amenity
  • street lighting
  • recreational facilities such as the swimming pool complex, oval, gymnasium and sports stadium, with assistance from the Department of Planning, Transport and Infrastructure (DPTI)

DPTI Property (Housing and Commercial) manages all residential housing and commercial assets in the township.

DPTI Transport Services manages the road and storm water infrastructure.

SA Water manages water and waste water provision for Leigh Creek.

Flinders Power will continue to manage the Leigh Creek Coalmine only. All enquiries relating to the township are directed to the OCA's Leigh Creek Town Administration office on 8675 2126, or relevant Government agencies (details below).
